PROBLEM TO BE SOLVED: To provide a manufacturing method and manufacturing apparatus of a wearing article strong even at a part where gathers are not formed. SOLUTION: The manufacturing method comprises: a process of forming a first slack part H1 by slackening a part of a continuous first sheet-like material W1 in a first flow direction X1 while conveying the first sheet-like material; a process of forming a second slack part H2 by slackening a part of a continuous second sheet-like material W2 in a second flow direction X2 while conveying the second sheet-like material in the second flow direction X2: a process of introducing an expandable elastic member F between the first sheet-like material W1 and the second sheet-like material W2; a process of forming a laminated body W by laminating the first sheet-like material W1 and the second sheet-like material 2; and a process of forming a part to be gathers by pulling a part sandwiched by the slack parts H1 and H2 in the elastic member F and eliminating the slack of the first and second slack parts H1 and H2.
