PROBLEM TO BE SOLVED: To perform control on which actual audiences intention is reflected when the number of audiences is increased or decreased in the case that a plurality of audiences watch one television set simultaneously. SOLUTION: An equipment controller 10 which controls program providing equipment providing a program for an audience 40 is provided with a change detection section 11 which detects the change of the number of audiences 40 who watch the program, a person specification section 12 which specifies a person who changes the number of audiences 40 when the change detection section 11 detects the change of the number of audiences 40, a control information generation section 14 which generates control information controlling the program providing equipment by referring to reference information of the person specified by the person specification section 12 including at least distance feeling information, and an equipment control section 16 which controls the program providing equipment according to the control information generated by the control information generation section 14.
