<P>PROBLEM TO BE SOLVED: To provide a compact self-ballasted fluorescent lamp capable of easily drawing around a lead wire drawn out from a fluorescent lamp regardless of the position of an end face depending on a curved shape of the fluorescent lamp and reducing the size of a circuit board, and to provide a luminaire on which the compact self-ballasted fluorescent lamp is mounted. <P>SOLUTION: The compact self-ballasted fluorescent lamp 1 is housed in a cover 5 so that one face side 7a faces one end face side 5a of the cover and the other face side 7b faces the other face side 5b. A plurality of insertion holes 30 for inserting lead wires 12a, ..., 12b are formed, and a plurality of connection parts 22, 23, 24, 25, to which the lead wires 12a, ..., 12b penetrating toward one face side 7a through the insertion holes 30 are connected, are arranged.
