It is possible to utilize limited reception software download by matching an IC card chip corresponding to a global platform technique to a digital cable television operation scheme. A limited reception software decryption unit (23) is provided in a global platform card manager (21) of the IC card chip (2). A decryption key unique to each of the limited reception software vendors and a key identification number corresponding to the decryption key are set in advance in the limited reception software decryption unit (23). Upon reception of the limited reception software (22) encrypted by the limited reception software vendor, the limited reception software decryption unit (23) performs decryption by using the decryption key specified by the key identification number.
