PROBLEM TO BE SOLVED: To provide a hot-rolled steel plate of which the black scale formed on the surface is easily removed by brushing. SOLUTION: The hot-rolled steel plate has a composition comprising, by mass%, 0.1-1.30% C, 2.0% or less Si, less than 1.2% Mn and more than 0.20% but less than 0.90% Cr.
