PROBLEM TO BE SOLVED: To solve such a problem of the conventional apparatus for improving water quality that since the water on the water surface is mixed with the water on the bottom and the mixed water is discharged to the intermediate position, water quality is improved but it is not much effective. SOLUTION: A pedestal 1 is made to float on the water surface 3 by attaching a float 2 to the undersurface of the pedestal 1. A motor 4 is installed on the pedestal 1. A driving circuit 5 of the motor is arranged by the side of the motor 4. A driving circuit 6 of an ultrasonic vibrator and a high voltage generating circuit 7 are arranged on the pedestal 1. A water pipe 8 is supported below the pedestal 1 by a supporting member 9. A supporting cylinder 11 into which a rotary shaft 10 connected to the motor 4 is inserted is fixed to the pedestal 1 so that the supporting cylinder is made to pass through almost the center of the water pipe. A propeller 12 is fit to the lower end of the rotary shaft 10. The ultrasonic vibrator 13 is fit to the upper part of the water pipe 8. A winding 14 for generating a magnetic field is inserted into the water pipe 8 to wind around the supporting cylinder 11. Electrodes 15, 16 are connected respectively to ends of the winding 14 for generating the magnetic field.
