PROBLEM TO BE SOLVED: To provide a video/audio multiplexer capable of multiplexing a control signal, a video signal, and an audio signal at a format position with a degree of freedom and to provide a video/audio demultiplexer capable of demultiplexing the control signal, the video signal, and the audio signal multiplexed at the format position with a degree of freedom. SOLUTION: A CPU 110 determines an arrangement position on a two-dimensional format for the video signal, the audio signal, and the control signal in accordance with the transmission order of the video signal, the audio signal, and the control signal going to be transmitted and the transmission amount of them, and a video/audio/control signal composite section 115 arranges positional information denoting each arrangement position of the video signal, the audio signal, and the control signal to a prescribed position on the two-dimensional format and multiplexes the positional information with each of the video signal, the audio signal, and the control signal.
