PROBLEM TO BE SOLVED: To provide a foaming tool for powder soap capable of easily and surely foaming fine bubbles from the powder soap. SOLUTION: The elastic foamed bodies 21 and 31 of a relatively coarse cell structure composed of a three-dimensional mesh-like frame structure in which the number of cells is 8-20 pieces/25mm and a cell film is removed and the elastic foamed body 41 of a relatively fine cell structure composed of the number of cells 20-60 pieces/25mm are layered such that the elastic foamed bodies 21 and 31 of the coarse cell structure are positioned on both sides of the elastic foamed body 41 of the fine cell structure, the elastic foamed bodies are joined with each other by a reaction type hot melt adhesive applied to the layered surfaces of the elastic foamed bodies 21, 31 and 41, the air permeability of the layered surfaces of the elastic foamed bodies is secured, and the foaming tool for the powder soap is constituted.
