The device has an electromagnetic switch (700) with delayed action that activates, when a power contact (400) is always closed, a large number of or all the windings (701, 702) of a dynamo field coil in a phase. The electromagnetic switch is open, when the power contact is open, for activating a part of the windings (703, 704) of the dynamo field coil in another phase. An independent claim is also included for a heat engine starter of a motor vehicle equipped with a control device.
