PROBLEM TO BE SOLVED: To make the movement of electrons from a counter electrode to an electrolyte faster in order to improve power generation efficiency of a dye-sensitized solar cell. SOLUTION: In order to achieve the acceleration of the movement of electrons from the counter electrode to the electrolyte, brush-like carbon nanotubes are used for the counter electrode. That is to say, for this counter electrode for a photoelectric conversion element, a counter electrode for a photoelectric conversion element equipped with brush-like carbon nanotubes on a surface of a transparent and conductive substrate or a metal substrate is used.
