PROBLEM TO BE SOLVED: To provide a method for designing a system LSI for reducing the cost and time required for design of the system LSI. SOLUTION: The system LSI is designed using a software-hardware cooperation design system using operation composition. In a step of designing an instruction function of a processor, an existing instruction is selected from a database 2, and a new instruction is newly defined. The new instruction is described in a divided state into a new operation function 8 including an algorithm and a new instruction description 7 for specifying the new operation function description 8. When the new instruction is produced, the new instruction description 7 is registered in an instruction set library 3, and the new operation function description 8 is registered in an operation function library 4.
