PROBLEM TO BE SOLVED: To provide a congestion control method and apparatus with which call setup resulting in causing frequent congestion states is restricted, and degradation of a call loss rate of a whole system and the influence on the quality of voice communication can be reduced. SOLUTION: A wireless network control apparatus 11 informs wireless base stations (nodes 21, 22) about a plurality of threshold values TL1 to TL4, and the wireless base stations compare the threshold values TL1 to TL4 with a downlink transmission power from the wireless network control apparatus 11 and discriminate the result. Then the wireless base stations (nodes) 21, 22 inform the wireless network control apparatus 11 about it that the conditions are satisfied and carry out restriction control so as to execute stepwise call setup and restriction of the communication speed for PS calls before the arrival to the congestion state thereby reducing the frequency of occurrence of the congestion state.
