PROBLEM TO BE SOLVED: To provide an image processing device capable of continuously acquiring stable restoration performance of sub information without being influenced to optical shielding ability with respect to a recorded image on an optical security layer or a protective layer, even though a recorded material is provided with the optical security layer and/or the protective layer including a hologram etc. in a state in which the recorded image can be viewed and identified on a recording surface. SOLUTION: The image processing device produces combined image information by embedding the sub information in an invisible state into main image information which is in a visible state, and records the produced combined image information into record medium in the visible state. The device is designed to memorize distribution information of the optical shielding ability of the optical security layer and the protective layer including the hologram etc. provided on the record medium, to memorize relation information between distribution of the optical shielding ability and embedding strength of the sub information, to determine the embedding strength of the sub information, based on these information, to produce the combined image information by embedding the sub information into the main image information in the invisible state, based on the determined embedding strength of the sub information, and to record the produced combined image information into the record medium in the visible state.
