PROBLEM TO BE SOLVED: To provide a nonaqueous electrolyte secondary battery exerting a high power output under a low-temperature environment.

SOLUTION: The manufacturing method of the anode plate for a high-output nonaqueous electrolyte secondary battery comprises a process of preparing an anode mixture containing a carbon material capable of storing and releasing lithium and a binder containing fluorine resin and non-fluorine resin, a process of making an electrode plate by making an anode core material carry the anode mixture, and a process of applying to the electrode plate a heating treatment at a temperature from 200°C or higher to 300°C or lower in an oxygen-containing atmosphere.
