PROBLEM TO BE SOLVED: To restrain rubber constituting a bead cover from flowing out to the chafer side between ply cords of a carcass at the time of vulcanization. SOLUTION: The carcass ply 12 is wound along the inner periphery of the bead core 11 outward in the axial direction. A chafer 13 formed of a steel cord is disposed outside the winding part 12b, and a stiffener 14 is disposed between the body part 12a of the carcass ply 12 and the winding part 12b. Further, the bead cover 16 formed of semi-vulcanized rubber sheet whose one side is semi-vulcanized is disposed on the outer peripheral surface of the bead core 11. In the bead cover 16, the rubber layer 16A on the semi-vulcanized side is disposed opposite to the surface of the carcass 12, so that the rubber layer 16A increased in hardness by semi-vulcanization restrains the movement of the rubber layer 16B not semi-vulcanized.
