PROBLEM TO BE SOLVED: To prevent malfunction due to falling and scattering of residual toner or the like removed by a cleaning blade from an intermediate transfer belt. SOLUTION: When isolating a first cleaning blade 12 and a second cleaning blade 21 from the intermediate transfer belt 2, the residual toner T or the like stored in an edge part is received on the second cleaning blade 21 even when it falls in isolating the first cleaning blade 12 by more lately isolating the second cleaning blade 21 than the first cleaning blade 12, and even when it adheres on the intermediate transfer belt, it is removed by the second cleaning blade 21.
