PROBLEM TO BE SOLVED: To provide a communication system and a communication method for solving any inconvenience due to radio wave communication. SOLUTION: In a receiving part 22 of a transceiver 2b, an electric field corresponding to the waveform of a voltage impressed through an access spot ASb and the human body of a user Ub to an electrode 23 for transmission/reception is applied to an electric optical crystal 222, and the rays of light are made incident to the electric optical crystal 222 by a light source 221, and the rays of light, that is, polarized modulation rays of light from the electric optical crystal 222 are converted into strength modulation rays of light by a polarizing plate 223, and the waveform of the strength of the strength modulation rays of light is detected as a call request by a light receiving part 224, and the call request is transmitted to a terminal 1b.
