<P>PROBLEM TO BE SOLVED: To provide a construction with which a Raman gain of a Raman optical amplifier is effectively controlled. <P>SOLUTION: An excitation unit 11 is equipped with excitation light sources 31a-31c and supplies excitation light to a transmission line fiber 22a. A light monitoring unit 12 monitors light power of multiple-wavelength light amplified on the transmission line fiber 22a. An excitation power calculating unit 13 determines a ratio of excitation powers of the excitation light sources 31a-31c according to the light power of the multiple-wavelength light and transmission line information set with a control terminal 27.
