PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine avoiding occurrence of variation in torque caused by an excessive fuel injection amount, so that variation in torque in an extremely low rotation area is remarkably suppressed, improving sound vibration performance and so on, and improving fuel economy performance by suppressing wasteful fuel consumption. SOLUTION: In the extremely low rotation areaΔNeS where an engine speed Ne is at least lower than a target idle speed NeI in idling, a maximum fuel injection amount Q is restricted to a maximum fuel injection amount Qi or less in idling.
