PROBLEM TO BE SOLVED: To provide an electron beam irradiating apparatus that irradiates a long-length workpiece with an electron beam while the workpiece travels by being wound around a capstan pulley group, the irradiating apparatus being capable of preventing a portion of the workpiece from becoming detached from the capstan pulley group when the workpiece has broken, and preventing a main body of the irradiating apparatus from being damaged due to the detachment. SOLUTION: The electron beam irradiating apparatus 10 comprises: detection devices S1, S2 for detecting breakage of the long-length workpiece W that travels by being wound around the capstan pulleys 31, 32; an upper-stream holding device 5a and a lower-stream holding device 5b for holding a workpiece portion going into and out of the pulley group; and a control section 7 that controls the holding devices 5a, 5b based on the detection of breakage of the workpiece W by the detecting device(s) S1 and/or S2 so that the holding devices 5a, 5b hold the workpiece portion going into the pulleys 31, 32 and going out of the pulley group.
