PROBLEM TO BE SOLVED: To provide a remote control system which facilitates function enhancement of remote control, enables upgrade, without complicated works for users and which enables remote inspection and adjustment. SOLUTION: A server 1000 provides a manager site 1050 so as to be accessed from a computer 1900 of a manager. The server 1000 provides a common user site so as to be accessed from computers 100, 400 of the users. The server 1000 stores a template of a device operation site available for creating the device operation site, including a script for remotely controlling a device to be controlled. The server 1000 then creates and stores the device operation site from the template, in response to a request from a user.
