PROBLEM TO BE SOLVED: To obtain a gel-like makeup cosmetic uniform in spreading over the skin, free from stickiness, excellent in moisturizing effect such as putting skin texture in good order and stability with time, giving uniform makeup coating film, and good in makeup sustainability. SOLUTION: The gel-like makeup cosmetic is obtained by compounding (A) hydrogenated phospholipids, (B) a nonionic surfactant having a glycerol skeleton, (C) water and (D) powder.
