Rate control with picture-based lookahead window

A method of encoding pictures of an uncompressed digital video sequence includes analyzing a picture of the uncompressed digital video sequence with a first algorithm (MPEG2) to measure a first value of the picture's complexity and to assign the picture's picture type, and estimating a second value of the picture's complexity using the first measured value as a parameter. The picture is then encoded with a distinct second algorithm (H.264) employing the second value of the picture's complexity and the first picture's picture type as parameters.
