PROBLEM TO BE SOLVED: To provide a speech coding apparatus and a method in which PLP (perceptual linear prediction) and analysis/synthesis are used to consider human auditory effects. SOLUTION: A speech coding apparatus includes a PLP analysis buffer 310 configured to output a pitch period, with respect to an input speech sample and to analyze the input speech sample, using a PLP process to output a PLP coefficient; an excitation signal generator 320 configured to generate and output an excitation signal; a pitch synthesis filter 330 configured to combine the pitch period and the excitation signal, a spectral envelope filter configured to apply the PLP coefficient to the output of the pitch synthesis filter 330 to output a synthesized speech signal; an adder 350 configured to subtract the synthesized signal output from the spectral envelope filter 340 from the original speech signal output from the PLP analysis buffer 310 and to output a difference signal; a perceptual weighting filter 360 configured to calculate errors by providing a weight value, corresponding to the consideration of a person's auditory effect to the difference signal output from the adder 350; and a minimum error calculator 370, configured to discover an excitation signal containing minimum error.
