<p><P>PROBLEM TO BE SOLVED: To provide a VNP(Virtual Private Network) across a plurality of Internet service providers(ISP). <P>SOLUTION: In the interwork gateway of the network connecting part of both Internet service providers, when the line of each packet is decided, the line is decided by using the information of the regions of both a capsuled header and an IP header introduced for configuring a VNP, and the capsuled header in an output side network is also configured of the information. The interconnection of a virtual private line is made possible, and a VPN across a plurality of Internet service providers is made configurable.
