PROBLEM TO BE SOLVED: To prevent the formation of dew condensation by forming a venting layer in a heat insulating wall itself, and to reduce the number of parts and to simplify structure by using a heat insulating panel as it is as a backing of a finishing material to dispense with conventional furring strips. SOLUTION: In an external heat insulating wall W of a wooden building, an outer surface 1a of the heat insulating panel 1 is provided with a venting groove 2 of honeycomb shape, and a plurality of backing bars 5 are embedded at spaces in the outer surface 1a. The outer surface 5a of the backing bar 5 is made almost flush with the outer surface 5a of the heat insulating panel 1 to form a mounting face of the finishing material 10.
