MOTION VECTOR DETECTING DEVICE AND METHOD

PROBLEM TO BE SOLVED: To enhance the detection precision of the motion vector of a block with a still object in camera panning images.

SOLUTION: A motion vector detecting device divides video signals into the blocks regulated by a prescribed number of pixels and a prescribed number of lines and detects the motion vector according to a repetitive gradient method for each block. The motion vector detecting device comprises: a detected vector storage means storing the already detected motion vector for each block; an initial deviation vector selection means for selecting the one to be an initial deviation vector at the time of applying the repetitive gradient method from the stored motion vectors of the plurality of blocks near a detection object block and the zero vector of zero movement; and a panning determination means for determining whether or not the image to which the detection object block belongs is the camera panning image and increasing the selection priority of the zero vector of the zero movement as a candidate of the initial deviation vector in the case of determining a camera panning state.
