PROBLEM TO BE SOLVED: To provide a cationically modified guar gum giving a superior conditioning effect, especially a smooth feeling on the use and a moisten delicate feeling and flexibility after dried in a case of blending it with a hair treatment composition and giving a well feeling to use in a case of blending it with a skin care cosmetic composition such as a body cleaner or the like. SOLUTION: The cationically modified and purified guar gum which is obtained by purifying a crude guar gum, has a content of a galactomannan having a composition ratio of mannose and galactose being 2 : 1 of at least 90 mass%, in which a part of hydroxyl group of the purified guar gum having a turbidity of 1 mass% aqueous solution being not more than 15% is substituted by a specified quaternary nitrogen containing group, has an amount of the charged cation originated in the quaternary nitrogen containing group being 0.1-3.0 meq/g and further having a turbidity of 1% aqueous solution of the cationically modified and purified guar gum after introducing the quaternary nitrogen containing group being not more than 15%, and the cosmetic composition containing the cationically modified and purified guar gum are provided.
