PROBLEM TO BE SOLVED: To provide a cleaning device which is excellent in cleaning effect when spherical or small-diameter toner is used, has lightness in weight, small size and high performance, does not require a large setting space when incorporated into an image forming apparatus or a process cartridge, persistently obtains good cleaning property over a prolonged period of time, has a simple structure and excellent durability, so that it is easy to repair and clean, and stably gives high-quality images, and also to provide an image forming apparatus and a process cartridge. SOLUTION: In the cleaning device for removing residual toner remaining after transfer on a surface of an image bearing member with cleaning blades, the cleaning device has at least two or more cleaning blades of materials having mutually different moduli of impact resilience, and the two or more cleaning blades perform cleaning while in simultaneous contact with the surface of the image bearing member.
