PROBLEM TO BE SOLVED: To provide a fixing belt with which the occurrence of a flaw and destruction in the fixing belt is substantially prevented even in such a trouble as paper jam, the adhesion among a heat resistant substrate, an elastic layer, a fluororesin layer is high, and durability is excellent, and also to provide its manufacturing method. SOLUTION: The conjugated and unified composite tube is obtained by molding silicone rubber of high sealing heat resistance on the external surface of the tube composed of a heat resistant base, vulcanizing the same until at least the shape is retained, coating the external surface thereof with an unbaked fluororesin liquid, then baking the coating at a temperature above the melting point of the fluororesin and simultaneously performing the vulcanizing of the silicone rubber and the baking of the fluororesin.
