<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus with which high-quality monochrome images are continuously formed at a low price, by avoiding a blocking phenomenon while ensuring the quality of continuously formed images by adjusting a constituent of a contained toner without making a design change to the apparatus configuration so as to prevent occurrence of a thin spot in an image and detection of complete use of toner before finishing up the contained toner in a developing cartridge. <P>SOLUTION: The image forming apparatus 10 with which monochrome images or color images is continuously formed, has: developing cartridges 13y-13k for toner development of an electrostatic latent image on the surface of a photoreceptor drum 12; and a developing rotary unit 14 for changeover of the developing cartridges by rotational transfer to a developing position facing the surface of the photoreceptor drum.
