PROBLEM TO BE SOLVED: To sufficiently ensure confidentiality of information to be communicated while reducing a system cost in a traffic signal communication system set on a road to perform communication between roadside communication devices 2 or of an on-vehicle device traveling in a road with the roadside communication devices 2 by using a transceiver used for communication between the roadside communication device 2 also for road-to-vehicle communication. SOLUTION: Signals to be transmitted to other roadside communication devices and signals to be transmitted to on-vehicle devices are divided to a plurality of groups, respectively, and different sub-carrier waves are assigned respectively to the plurality of groups.
