PROBLEM TO BE SOLVED: To properly provide a driver with various information by exactly judging the degree of traffic congestion. SOLUTION: The system has a controlled information acquiring processor means acquiring a link required duration time which an information provider provides and a link length supposed in a navigation system, an average car velocity calculation processing means calculating an average car velocity on the basis of the link duration and the link-length, a degree of traffic congestion converting processing means converting the average car velocity to the traffic congestion degree, and a link-duration time controlling processor means controlling a link-duration time on the basis of the traffic congestion degree that the information provider provides and the converted traffic congestion degree. The average car velocity is calculated from the link-necessary time that the information provider provides and the link-length supposed in the navigation system. The average car velocity is converted to traffic congestion and the link required duration time is controlled on the basis of the traffic congestion degree that the information provider provides and the converted traffic congestion degree, and so the traffic congestion degree is exactly judged.
