PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of uniformly charging developer on a developer carrier while suppressing production quantity of ozone, and to provide a process cartridge. SOLUTION: A discharge member 51 is a conductive member as a whole, formed to a rectangular flat plate extending along the longitudinal direction of a developing roller 40, and a plurality of tip-tapered discharge parts 52 projecting toward the developing roller 40 are integrally formed on the end face (lower end face) facing the developing roller 40.
