PROBLEM TO BE SOLVED: To provide a steering assist device and a steering state determining device capable of reducing a steering assist force in proper timing. SOLUTION: The steering assist device 1 controlling the steering steering assist force according to a steering state comprises a steering angle speed detecting means 4 detecting steering angle speed; an average steering angle speed computing means 6 computing average steering angle speed since a predetermined point of time in a steering initial stage by using the steering angle speed detected by the steering angle speed detecting means 4; and a steering assist force reducing means 6 reducing the steering assist force outputted in a steering direction when a difference between the steering angle speed detected by the steering angle speed detecting means 4 and the average steering angle speed computed by the average steering angle speed computing means 6 is longer than a predetermined value.
