Steel strip for bending into the form of punching-out cutters for sheet material is formed with at least one tapered edge and is then cooled from the hardening temperature in such a way that the body of the strip cools at a rate slightly below critical while at the cutting edge the critical rate is exceeded. The strip may then be tempered. A particular composition exemplified consists of .carbon.0.7 .manganese.0.25 .silicon.0.25 .iron.balance It is differentially cooled from about 830 DEG C by passing through a quenching medium at a rate three times that necessary for complete hardening. The strip may be given the desired cross-section by passing it between suitably shaped rolls.
