PROBLEM TO BE SOLVED: To provide an apparatus for forming an optical element which can freely and precisely control the temperature gradient of a forming mold in the cooling process of a glass material, and a method for forming the optical element. SOLUTION: The forming apparatus is equipped with a heating means 21 for heating the forming mold 22, a cooling means for continuously absorbing heat from the mold 22 during forming of the glass material, a temperature measuring means 27 for measuring the temperature of the mold 22, and a control means 37 for controlling the output of the heating means 21 on the basis of the measured results of the temperature measuring means 27. The method for forming the optical element includes a heating process for heating the mold 22 to a forming temperature by controlling the output of the heating means 21 while absorbing heat from the mold 22 by the cooling means 27, and a cooling process for controlling the output of the heating means 21 while absorbing heat from the mold 22 by the cooling means and at the same time, pressing the glass material with the mold 22, and cooling the mold 22 to a temperature not higher than the glass transition temperature.
