PROBLEM TO BE SOLVED: To provide an apparatus for cleaning carried elements in a non-contact state, which can surely and safely clean the carried elements, and to provide an arrangement apparatus for conveying and/or storing rod-like articles, which guarantees their safe and sure cleaning. SOLUTION: This apparatus for cleaning the carried elements in the non-contact state, formed to receive rod-like articles in a tobacco-processing industry, comprising at least one ionizing element for removing electrostatic charges on the cleaning surfaces of the carried elements 12, at least one rotary compressed air nozzle 18 for removing stains on the surfaces of the carried elements, and a device for sucking a stained exhaust gas, is characterized in that a housing 28 for forming a cleaning chamber 27 at least partially shielded from the periphery is attached to the apparatus and that the cleaning chamber 27 has an entrance opening 29 and an exit opening for the carried elements to be cleaned, to surround the upper and lower sides of the carried elements.
