<P>PROBLEM TO BE SOLVED: To provide an IC card issuing system capable of efficiently issuing an IC card in a short time, while enabling an applicant to freely designate a place to receive the IC card. <P>SOLUTION: Information that a card applicant 5 writes on an application form 50 to indicate the place to receive the IC card 51 is inputted to a credit admission terminal 10 and sent to an IC card data server 30 via a credit server 20. Data on the issuance of the IC card 51 created by the IC card data server 30 is sent to an IC card issuing device 40 installed in a different place from the credit admission terminal 10 and which is specified based on the information indicating the place to receive the IC card 51.
