PROBLEM TO BE SOLVED: To provide a controller for electric vehicle, which can limit the maximum torque or the energizing current of a motor by the temperature of a power converter or the motor, without being limited to the property of the motor, and an electric vehicle using it. SOLUTION: When the temperature of a motor 10 or the temperature of a semiconductor element contained in a power converting means 20 exceeds a first specified temperature, an output calculating limiting means 120 executes first limitation which limits the maximum torque in the range of a specified number of revolutions including a region where it generates the maximum output of the output property of the motor 10. Moreover, the output calculating limiting means 120 executes second limitation which limits the torque in the whole region of the output property of the motor 10 when the temperature of the motor 10 or the temperature of the semiconductor element contained in the power conversion means 20 exceeds a second specified temperature higher than the first specified temperature.
