An emergency disaster/accident message transmission system using TTS(Text To Speech) and its operation method are provided to quickly transmit the same message to residents within a disastrous area so that they can immediately cope with an emergency disaster/accident. A mobile terminal(110) is carried around by a user and transmits an emergency disaster/accident message. A control server(120) performs a function of a terminal for enabling the user to directly input a message. A microphone(130) enables the user to directly transmit an emergency message to an alarming station. An RS-232 communication network(140) connects input information of a control RTU(200), the control server(120), and the microphone(130) in mutually compatible manner. The control RTU(200) processes various signals received by a control station to store the processed signal, and performs user authentication in cooperation with the control server(120). A CDMA network(300) transfers a message of a control portable terminal to the control station or directly transfers it to the alarming station, and transfers an emergency disaster/accident message of the control RTU(200). A satellite antenna(400) transmits text message information provided from the control RTU(200) to an ORBCOMM. An indoor alarming unit(500) spreads a TTS-converted emergency disaster/accident message in the control station through voice. A power system supplies power to facilities of the control station.
