<P>PROBLEM TO BE SOLVED: To provide a flavor composition where oil-soluble flavor is homogeneously dispersed and solubilized in a water phase without using any of an emulsifying machine, a high pressure homogenizer or the like applying strong shearing force: and to provide food such as a beverage or jelly excellent in voluminous feeling and fresh feeling, having highly palatable flavor, and also having good stability with time even after left as it is for a long time. <P>SOLUTION: The water-soluble flavor composition comprises homogeneous mixture liquid of oil-soluble flavor and polyoxyethylene sorbitan fatty acid ester.
