PROBLEM TO BE SOLVED: To provide a method and an apparatus capable of effectively liquefying and reducing a volume of organic materials and garbage with a simple operation. SOLUTION: The method for liquefying solid organic materials liquefies at least a part of the solid organic materials by bringing the solid organic materials into contact with an oxidizing water containing at least one kind of halogenite acid and hypohalogenous acid and by heating the oxidizing water at 100°C or higher in a closed atmosphere, and the apparatus for liquefying the solid organic materials in order to practice its usage in such a method as mentioned above is provided.
