PROBLEM TO BE SOLVED: To provide an IP telephone system capable of transferring a relevant call to an optimum transfer destination by managing an IP telephone terminal in three states that are registration, unregistration and failure. SOLUTION: In an IP-PBX (private branch exchange) 1 in an IP telephone system, user registration information is used to register a terminal in the IP-PBX 1 from any of IP telephone terminals 3-1 to 3-4, operating the IP telephone terminal that is made to be in a transmittable and receivable manner by a telephone number assigned to the user. Each of the IP telephone terminals 3-1 to 3-4 to be a control object comprises a terminal state identification function for identifying any of a registered state, an unregistered state and a failure state at the current point of time and the preceding time of the current point of time, and a failure time transfer destination changing function for transferring the call to a failure time transfer destination telephone terminal for a registered state/unregistered state preset in a group when there is an incoming call to an IP telephone terminal in which a state of the preceding point of time in the group is a registered/unregistered state when all of the IP telephone terminals in the group become a failure state.
