The thermal decomposition is performed in the reactor provided with electrodes generating the electric arc, and activation is performed with the use of blade wheel. The slime is activated by rising portions of the slime from the bottom of the reactor hopper, throwing up, and spraying throughout the space of the reactor so that to generate fluidized bed with simultaneous treatment with the use of the electric arc. ^ EFFECT: decreased cost and enhanced environmental protection. ^ 1 dwg
