PROBLEM TO BE SOLVED: To grasp a telephone conversation enable time on the communication terminal side in PoC service. SOLUTION: A user terminal 21 transmits a right of speaking acquisition request (Floor request) to a PoC server 22 by pushing a telephone conversation button when a user wants to speak (step S201). The PoC server 22 determines a telephone conversation enable time 23 being allocated to the user terminal 21 for the right of speaking acquisition request of the user terminal 21 and transmits a right of speaking acquisition notice (Floor granted) to the user terminal 21 (step S202). The PoC server 22 transmits data indicating the telephone conversation enable time of the user terminal 21 along with the right of speaking acquisition notice. The user terminal 21 receives the right of speaking acquisition notice and begins "telephone conversation" (RTP: Talk burst voice data) while displaying its own telephone conversation time limit at the display section of the user terminal 21 (step S203).
