<P>PROBLEM TO BE SOLVED: To provide a fuel cell system capable of smooth operation, even if condensed water freezes at an discharge part. <P>SOLUTION: The fuel cell system including a fuel cell generating power by electrochemical reaction of fuel gas and air comprises a flow passage for circulating and supplying the non-reacted portion of the fuel gas to the fuel cell, a first exhaust valve for exhausting the gas in the flow passage, and a second exhaust valve for exhausting the gas or liquid in the flow passage.
