PROBLEM TO BE SOLVED: To provide a motion detecting device improving the accuracy of motion detection. SOLUTION: When exposure control operation becomes active to change the shutter speed and gain of an electronic shutter, a wide D range image generating part 3 normalizes the luminance value of an image with the shutter speed and gain to thereby be able to maintain the luminance value of a background image at a constant level. A frame difference is thereby prevented from being generated in the background image, so that the accuracy of motion detection is improved compared with, for example, a method for using an image caught by an image pickup part 2 as it is to detect the motion of an object.
