PROBLEM TO BE SOLVED: To provide a gas discharge panel and a gas discharge panel device capable of restraining occurrence of reactive power and improving reflectance of a dielectric layer concurrently, in the case two electrodes covered by the dielectric layer exist at a rear substrate side. SOLUTION: Of the plasma display panel 100 to which, a front substrate 102 having a display electrode pair, and a rear substrate 103 having data electrodes 128 and an auxiliary electrode 141 are arranged on a dielectric layer in a state of opposing to each other, the dielectric layer comprises a first dielectric layer 130, and a second dielectric layer 131 with a dielectric constant higher than that of the first dielectric layer 130. The first dielectric layer is formed between the data electrodes 128 and the auxiliary electrode 141, and the second dielectric layer 131 is formed at a position near the discharge space.
