PROBLEM TO BE SOLVED: To provide a developer for a thermal positive photosensitive composition characterized in that the developer is easily handled for adjusting a pH or the like, the solution has a developing ability durable against use in many times, little changes in the pH for a long time and excellent durability, in particular, the solution has a developing ability of sufficiently developing by 100 rolls or more, preferably about 300 to 400 rolls so as to be practically used for a platemaking roll for gravure printing, and the solution has a buffer effect and extremely low deterioration in the processing ability with time and requires a small number of times for exchanging a developer. SOLUTION: The solution consists of an alkaline aqueous solution containing (A) triethanolamine and/or diethanolamine and (B) at least one kind selected from a group consisting of potassium pyrophosphate, sodium tripolyphosphate and sodium hexamataphosphate.
